In most, if not all, cases the fee would be significantly less than the cost of a college course. It's possible your husband's base has rules that preclude taking that many tests in one day. I am unaware of any DOD regulation that requires servicemembers to pay if they fail the test. My husband was misinformed then. And he was also told you can only do one test per day, so doing what your husband did, getting all those credits in one day, would be impossible for him.
